To enhance the intrinsic safety level of special equipment and strengthen safety supervision of special equipment, the State Administration for Market Regulation recently issued Announcement No. 42 of 2024, which revises the "Safety Technical Regulations for Gas Cylinders" (TSG 23—2021) and will take effect on January 1, 2025.

Shenzhen Hongzhou Industrial Gas Co., Ltd. has carefully studied the new version and prepared a summary. Gas production and filling units should pay attention to the following points:

1. The information traceability platform established by gas cylinder filling and inspection units should be able to update data through electronic reading marks.

2. Gas cylinders and safety accessories, pipelines, and valves assembled in gas cylinder bundle devices should undergo type testing in accordance with relevant safety technical specifications and standards. The type testing for gas cylinder bundle devices does not include strength and rigidity tests of the container framework.

3. The valve structure of industrial oxygen cylinders (excluding high-purity and ultra-pure oxygen) and medical oxygen cylinders should have a residual pressure retention function.

4. Units responsible for the decommissioning of gas cylinders should record each cylinder individually, publicly disclose the data information of the treated cylinders on their websites, and submit this information to the market regulation department that handles gas cylinder usage registration for the cancellation of the gas cylinder usage registration.
